All children and youth should have access to affordable preventive health care, early diagnostic and intervention services, and comprehensive health care that includes prenatal and perinatal care; medical care; dental services; and comprehensive emotional, mental health and substance abuse diagnosis, family service and treatment.

All children and youth should have safe homes, schools and communities, be free from crime, and have access to a seamless web of child and family services that protect children and foster healthy family development; be protected from psychological, sexual and/or physical abuse, neglect, abduction and family and community violence; and be informed on how to keep their homes and communities safe.

All children and youth should receive a full, quality education that includes access to adequately funded public education, early childhood education and higher technical education.

All children and youth should have adequate housing, food and clothing.

All children and youth should have a flexible and accessible continuum of family and child support services that includes a full range of child care programs, including year-round and time-flexible programming and before and after school care; and a full range of recreational activities for children of varying interests, e.g., athletic, cultural and social activities.
